Summary/Abstract: Negotiating Chapter 3 covers the areas of establishment and freedom to provide services, mutual recognition of professional qualifications and postal services. In the area of professional qualifications, rules are set out relating to the recognition of diplomas and other qualifications, which enable easier access to the EU single labour market and the free exercise of professions whose qualifications are mutually recognised, regardless of the Member State in which they were obtained. With the accession of an EU country, in the area of cross-border provision of services, economic operators are allowed to provide services freely in any EU Member State without having to establish themselves there.
