Summary/Abstract: The opening of Serbia's negotiations with the European Union is the right moment to start an inclusive public debate on changing the Constitution. This change, in which the main actor would be the National Assembly, should rearrange the political system, strengthen parliamentarism and contribute to the consolidation of the democratic order.
