Summary/Abstract: Government Factoring - a mechanism for the certification and monetization of budgetary claims, successfully tested in 7 EU countries - offers an immediate and efficient solution to unlock liquidity for Moldovan agriculture. The scheme will allow farmers to obtain, through commercial banks, more than 90% of the money that the state is required by law to pay to them (agricultural subsidies or accrued VAT) but cannot pay immediately or this year.
