Summary/Abstract: In connection with the voting in the first reading of the Parliament, on April 9, of a new draft law to repeal Law No. 235 of October 3, 2016 on the issuance of payment bonds derived from state guarantees of November 17, 2014 and April 1, 2015 (the "Billion Law"), the Independent Analytical Center "Expert-Grup" warns of its extremely negative effects on macro-financial stability and the country's image in front of potential financiers, creditors and investors. Thus, the effects of adopting such a law could be similar to the "billion theft" itself. We urge the political class to abandon this and other schemes that endanger the financial system and the state budget, and to focus on solving the core of the problem, namely investigating the "billion theft", holding the culprits accountable, namely from whose accounts the money stolen from the banking system should be recovered.
