Summary/Abstract: Tax reform projects with important implications were promoted with the neglect of democratic processes, but also without the rigorous technical expertise indispensable for such reforms. There were no public hearings on this project, and the process of launching and validating the draft Law on Voluntary Declaration and Fiscal Facilitation is a lightning-fast process, with direct violation of democratic processes, lack of transparency and exclusion of civil society. No public consultations were organized, nor was an anti-corruption expertise developed, although it is mandatory according to Law no. 100 on normative acts.
