Summary/Abstract: For citizens, the central government is often too far away from their daily lives and unable to deal with their immediate problems. That is why it is local government that is important to individuals and their families. Their children go to public schools in villages and towns, use local roads and transport, report significant family events such as births and deaths to local authorities, and the municipality provides them with water and electricity. That is why decentralization has become a global trend, in order to be able to react to the numerous failures of the central authorities, and that in a pragmatic and effective way. In this sense, municipalities and other local government units are becoming stronger in an increasing number of countries on all continents.
