Summary/Abstract: Years of destructive and irresponsible politics have brought Serbia and the FRY to the very bottom of the list of potential candidates for membership in the European Union. However, only ten years ago, as part of the SFRY, Serbia was the most privileged partner of the European Community among Eastern European and Mediterranean countries - it had a built institutional framework for cooperation and developed economic relations. Today, after ten years of estrangement, the changes brought about by the elections on September 24, 2000 enable the political and social barriers to cooperation between the FRY and the EU to be overcome relatively quickly, bearing in mind that there is obvious goodwill on both sides.
