Summary/Abstract: Five years ago, Poland was perceived as a problem country in the European Union. Under the leadership of the Kaczyński brothers, it secured an unprecedentedly advantageous position in the budgetary perspective for the years 2007–2013, but on the other hand, it refused to accept proposals for a new contractual arrangement. A harsh policy towards Russia, which had major implications for European Eastern and energy policies, rhetorically indiscriminate statements by Polish representatives towards Germany, which appeared in the debates on the new EU treaty, and the factual or verbal prioritization of transatlantic ties over European ones, contributed to the creation of a framework in which Poland was positioned as a complicated partner.
