Summary/Abstract: When former US Secretary of State Hillary Clinton spoke in her 2011 article in Foreign Policy about the US return to the Asia-Pacific region and about the US being active in building an economic and military architecture in Asia, she raised considerable expectations among Asian states. On the one hand, they hoped that the US policy would bring economic incentives, closer political cooperation and limit Chinese ambitions in the region, on the other hand, they feared that the US would want to resolve local territorial and political frictions after the end of the war on terror. Neither has happened – three years later, it is clear that the US return to Asia is more a shift in intellectual attention of US foreign policy makers than a well-thought-out military, diplomatic and economic strategy.
