Summary/Abstract: The rule of law is not just a self-fulfilling idea. It is built on two key pillars: The first pillar is the general acceptance in society that the law applies equally to all its members regardless of the amount of power an individual has. The second pillar, perhaps even more important since it directly affects society, is strong and capable institutions that uphold the law. This is also why this analysis will focus on institutions and their capacity and willingness to act in accordance with and enforce the law. It seems to us that, especially in the Bosnian context, this aspect is of crucial importance.
