Summary/Abstract: On 21 February, Vladimir Putin delivered an address to the Federal Assembly (the joint chamber of the Russian parliament). He repeated his accusations against NATO and the U.S. that they are responsible for the war in Ukraine. His speech was mainly aimed at an internal audience, as he was trying to set them up for a prolonged struggle for Russian victory in Ukraine and to discourage ordinary Russians from dealing with the West.
