Summary/Abstract: This report reviews the efforts by the Council of Europe and the European Council in regards to the human rights and the formation of culturally diverse Europe on a legal and practical basis which would lead to the establishment of a new European multicultural environment and will assist in overcoming the hatred and the lack of tolerance. This would be achieved through a review of fundamental EU legal texts as well as practical instruments, policies, and good practices.
