Summary/Abstract: This report examines the steps taken by the EU to establish a new, comprehensive, market-based and institutional anti-crisis mechanism. It includes: first, a perception of the percolation model proving the basic difference between the traditional and the global financial crises; second, economic assessments of the global recession, confidence-building measures towards the financial markets and government indebtedness level; third, the establishment of a new anti-crisis mechanism in the EU.
