Summary/Abstract: This report provides a brief overview and analysis of the role of the Cohesion Fund in light of the country's obligations under both the EU Accession Treaty (following the agreed adjournments in the negotiation process) and the EU law. A summary review of the progress towards the implementation of the set performance indicators, the financial contribution of the EU through the Cohesion Fund, as well as the problems, prospects and consequences of the established low rates of implementation of infrastructure projects in the field of environment is conducted. The process of implementation and meeting the country's commitments under the Accession Treaty, as well as other applicable EU legislation, is characterized by its length and the necessity to utilize significant financial, technical and administrative resources. In view of the above, as well as the lack of significant experience in the implementation of such type (in terms of volume and scope) investment intentions puts Bulgaria in a situation where it is potentially impossible (partially or completely) to achieve the goals in the field of environmental protection and resulting consequences such as sanctions for non-compliance foreseen in the fundamental documents.
