Summary/Abstract: The financial stance of the municipalities and the fiscal discipline observed by them is an essential factor for the capacity of the local authorities to carry out their delegated through various laws functions at a local level. Financial position and fiscal discipline are assessed through a set of indicators defined in the Public Finance Act and supervised by the Ministry of Finance. The main goal of this paper is to calculate and analyze the values of these indicators, drawing conclusions regarding the extent to which municipalities in Bulgaria have capacity for full and effective governance of its budgets.
