Summary/Abstract: The rotating presidency of the Council of the European Union is a practice, though being limited in the short-term period of six months, that requires visionary approach in setting the agenda for one of the two legislative institutions in the EU. The situation in a global and European perspective, during which Bulgaria took the presidency of the Council of the EU for the very first time, could be described as a dynamic, volatile, dominated by changes resulting from Industry 4.0 revolution as well as the issues emanating from the unprecedented case one of the member states to leave the EU, growing protectionism and measures being taken by some of the largest trade partners of the EU, climate change, urgent solutions required to respond to the migratory pressure but most of all – an answer to the question ‘What kind of Europe do we want?’.
