Summary/Abstract: The present article seeks to contribute to and encourage the construction ofterritorial sustainable processes, under the organization of the black communities andthe internal administration of the community councils, recognizing their great historicaland present contribution to the ethnic and cultural diversity of the country.The community councils, through mechanisms of participation and control, promote jointactions among grassroots organizations, public actors and the community in general, turningthem into self-managers of their own development. It is of fundamental importancethat the community councils of the black communities apply internal administrationprocesses under the practical, theoretical, legal and conceptual tools to strengthen democracy,welfare of the individuals and management of the development of their territory.The community councils have a leading and protagonist role in the improvement of thequality of life of their fellow countrymen and the development of environments of peacefulcoexistence. They must be aware of their rights and responsibilities that accountfor the particularity and ethnic diversity in the country; framed in achieving access tomechanisms and resources, they should preserve the identity and cultural heritage, aswell as manage their resources and territory to improve the conditions and quality of lifeof the black communities, which represents an immaterial wealth for humanity.
