Summary/Abstract: The various structural changes in the economy at the beginning of the transition to a market economy, adversely affected the defin-ing of vocational training needs, and the reduced financial resources for the development of education led to a decrease in the educational and professional qualification level of the labor forces. This necessitates the need for further training in the form of formal and informal education.
