Summary/Abstract: The report examines the relationship between social security contributions and pension rights in the Bulgarian pension system. The analysis shows that in the second pension pillar, a significant part of the risk is transferred to insured individuals, while guarantees for pension rights are limited. There is a notable mismatch between the relative share of social security contributions to universal pension funds and the share of pension income paid out by them. The main scientific outcome of the study is a proposal for an integrated model to evaluate pension reforms.
