Summary/Abstract: The author of the study argues that digital transformation possesses the potential of a “window of opportunity” for reforms in social policy. In case of Bulgaria the adaptation requires at least a partial departure from the logic of market automatism. This implies both implementing strategic reforms and building opportunities for a flexible proactive policy based on an effective public-private mix.
