Summary/Abstract: The purpose of this study is to analyze the functional structure of public expenditure in Bulgaria. It examines the dynamics of these expenditures and their relationship with the growth of the national economy. The study identifies key priority areas toward which the Bulgarian government allocates public resources. The structure and evolution of public expenditure are compared with the trends observed in the European Union (EU-27). The analysis covers the period from 1998 to 2023, and includes medium-term forecasts for the future development of public sector expenditure up to 2028. A cluster analysis is also conducted, highlighting the similarities in the functional structure of most Central and Eastern European countries, including Bulgaria.
