Summary/Abstract: In the context of increasing global interconnectedness and the growing complexity of social processes, traditional governance models are proving insufficiently effective. This study applies a systems approach and complex organization theory to conduct a comparative analysis of innovative co-governance models. The research traces the transformation from strict hierarchical forms toward hybrid models that blur the boundaries between the public, private, and civil society sectors. Contemporary governance models must integrate institutional legitimacy, inclusive participation mechanisms, and strategic use of technology in order to transform social complexity from an obstacle into an opportunity for more effective, equitable, and sustainable public outcomes.
