Summary/Abstract: It is war—right in the heart of Europe. "Yugoslavia" is sinking ever deeper into bloody chaos. Tens of thousands—presumably already a hundred thousand—lives have been lost. Many hundreds of thousands of people—presumably nearly three million by now—have been displaced or are on the run. Day after day, reports of detention camps and executions, of mutilations and rapes, bear witness to a Europe in which horror, madness, and barbarism have once again taken hold. Who will separate the warring parties? Who will punish the murderers? Who will protect the tormented? By what means? With words? With deeds? With military force, too? With war, too?
