Summary/Abstract: This article examines potential gaps and limitations in the Social Climate Plan, focusing on its draft versions. The study analyzes key components of the plan, including its structural framework, types of measures, budget allocation, and administrative mechanisms, with attention to potential challenges in implementation. Particular emphasis is placed on the identification of target groups, the intensity of grants, and support schemes, highlighting possible weaknesses in design, effectiveness, and administrative procedures. In addition, the study critically assesses the possible impacts on energy-poor households, including the risk of unequal access to benefits or potential loss of support due to gaps in targeting or implementation. The analysis aims to provide a critical framework for assessing the Social Climate Plan in its early stages and to offer insights for optimizing its design, promoting more equitable and sustainable implementation, without drawing conclusions on the finalized plan outcomes.
