Regional Resilience and Economic Adaptation: Challenges and Opportunities of the New NUTS-2 Territorial Division of Bulgaria

Summary/Abstract: This research article examines regional resilience and economic adaptation in the context of Bulgaria’s new Nomenclature of Territorial Units for Statistics, level 2 territorial division, scheduled to take effect in 2027. The analysis focuses on the Northern, Eastern, Southern, and Capital regions and their role in promoting adaptive and sustainable development. The aim is to assess the impact of the new division on regional development and to identify challenges to its effective implementation within the cohesion policy of the European Union. Key tasks include analyzing socio-economic characteristics, comparing with the current division, identifying institutional, financial, and governance challenges, and formulating recommendations to enhance regional resilience. The methodology combines statistical and comparative analysis of key indicators with a review of national and European Union strategic documents. Expected results indicate that the new territorial division provides a foundation for more effective regional planning and cohesion policy implementation, while its success depends on strengthened institutional capacity, improved coordination across governance levels, and active participation of local communities.
