Summary/Abstract: This paper examines the social and administrative factors that negatively affect the effectiveness of the system for protecting the financial interests of the European Union (EU) in the Republic of Bulgaria. The analysis focuses on the institutional practices, social norms, cultural attitudes, and power relations that structure the governance and control of European funds. It is argued that a persistent interrelationship exists between deficits in administrative capacity, low levels of institutional trust, and the social normalization of opportunistic behavior, which collectively undermine the effectiveness and legitimacy of the mechanisms for safeguarding the EU’s financial interests in the Bulgarian context.
