Summary/Abstract: The text examines corruption in public procurement in Bulgaria. At the beginning of the publication, the relevance of the topic is presented. The enormous amount of public funds that are annually distributed through public procurement in the country is indicated. An understanding of corruption in public procurement relevant to the text is examined. The social construction of public procurement is discussed. Four main stages of public procurement are outlined – planning, implementation, assignment, execution and control. Corrupt practices are discussed at each of the four stages of public procurement. The conclusion is that corruption violations are detected in all main stages of public procurement. In a number of cases, corruption violations are systemic. In the frame of captured state, public procurement becomes an instrument for the absorption of public funds by a small circle of individuals, contrary to the public interest.
