Summary/Abstract: This paper aims to provide a long-term historical perspective on the development of defence policies in Europe. It first presents the Westphalian system that structured inter-state relations from the end of the Thirty Years' War (1648) to the end of the Second World War (1945). The Cold War period is then presented. This is followed by the post-Cold War period, the turning point in 2007-2008, the war in Ukraine and the American shift. This allows us to present the beginnings of a European response and to draw some conclusions.
