Summary/Abstract: Water resources in the present program are considered as a regional and national wealth that must be protected and used productively. A study of the fresh water resources and the water balance of the country was made, showing their temporal irregularity depending on the annual climatic conditions (precipitation, temperatures and evaporation) and climatic changes. The influence of natural and anthropogenic factors and adverse phenomena on the quantitative characteristics of surface and underground waters in characteristic and typical for the country river basins was studied. The analysis shows significant unevenness of the spatio-temporal distribution of water resources, but no lasting trend of water shortage in the country is expected. There is an increasing fluctuation of annual water resources with droughts and floods. Some areas of the Black Sea and East Aegean regions may be vulnerable to water scarcity. It has been found that very little of the available water runoff of the transboundary Mesta River is used on Bulgarian territory, the remaining predominant part meets the needs of neighbouring Greece without compensation, which requires a rethinking of national interests.
