Summary/Abstract: The European Union has recognized modernizing public administration as a key transformative goal for the rapidly changing public governance environment. This report examines the multifaceted challenges of the transformation and its related strategic solutions with a particular focus on Bulgaria. Key issues such as technological hurdles, human resource management, financial constraints, and imperatives of fighting corruption and enhancing transparency are all explored. The analysis focuses on the vital role of the EU legislative frameworks, the Digital Single Market Strategy, and the General Data Protection Regulation to promote these reforms. It also assesses the effect of the latest trends, such as digitalization, participative governance, and sustainability, on public administration. An attempt to offer a route map for effective and enduring modernization is made by suggesting a wide range of legislative, digital infrastructure, and capacity building strategies, which highlight the value of continuous adaptation and stakeholder collaboration in maintaining a system of public administration that is resilient and responsive.
