Summary/Abstract: This report examines the development of the education sector in Bulgaria, focusing on kindergartens and schools, in the context of the global financial crisis and the COVID-19 pandemic in the period 2007-2024. The main objective is to analyze how these global challenges have affected the education system and the economy. The methods used include theoretical analysis and a comparative approach between different time periods. The theoretical part describes the structure of the sector, the main legislative frameworks regulating its activities, and the main actors. Main attention is paid to the education sector in Stara Zagora and Plovdiv. The empirical analysis presents data on revenues, expenditures, the level of wages and the impact of the financial crises on the sector. The conclusion includes main conclusions and recommendations for future strategies for the development of education.
