Summary/Abstract: The complicated financial situation in healthcare in Bulgaria is determined by demographic and socio-economic factors. The rapid rate of population aging, the decrease in the number of people of working age and the increased levels of migration are one of the reasons for the formation of high costs for compulsory health insurance in the country. Therefore, not enough high revenues from health insurance contributions are accumulated to meet the regularly rising annual health costs. The situation with the spread of Covid-19 infection over the past two years has exacerbated the negative financial effects in the health insurance sector. Transformation is needed through a radical proposal for a health development scenario. The main direction is to lay three pillars of the insurance model.
