Summary/Abstract: The article is devoted to the possibility of retroactivity of legal norms unfavorable to the perpetrator in the fulfillment of obligations under international treaties. Possibilities for introduction of such legal norms, in accordance with the prohibition in the International Covenant on Civil and Political Rights have been analyzed. Attempts to introduce such legal norms into the Criminal Code of the Republic of Bulgaria have been examined.
