Summary/Abstract: The purpose of the chapter is to examine the impact of the COVID-19 pandemic on the problem of labor shortage in Japan, in particular on the effectiveness of the government’s strategy of attracting and integrating foreign labor. The text is part of the research on the effectiveness of political institutions and legal solutions in crisis situations. An analysis of the content of media articles and statements by Japanese politicians indicates an increase in anti-immigration sentiment among the Japanese society of representatives of decision-making circles. The pandemic undermined the assumptions of the short-term migration policy and showed the weakness of the new migration system, the assumptions of which do not meet the needs of migrants in a crisis situation.
