Summary/Abstract: The passing Yalta system of international relations is founded on the premise of combining a whole of two ideologically incompatible subjects or power poles. As a system it is dependent, dynamic, relatively stable and dominated by the subsystem of interstate relations; for its structure important is the approximate balance of powers of the two competing centers. As a system it is adaptive and surviving till its bipolarity is intact. After 1991 attempt is made to substitute bipolarity with uni-polarity (military, political, values) - a system of hegemonic stability. As evidence tells it will fail mainly due to military disbalance and security complications. So a prolonged transition period is needed to form through cooperation a viable international multi-polar system. Most probably it will be with a diversified and complex structure at different levels and in different forms.
