Summary/Abstract: The objective of this monograph is to analyze innovative management methods applied in public administration, with a particular focus on local government units in the context of the crisis caused by the COVID-19 pandemic. The publication focuses on the implementation of modern management practices and their impact on the functioning of public institutions. It presents the theoretical foundations of organizations and the evolution of management concepts in the public sector, including Max Weber’s bureaucracy model, New Public Management (NPM), and participatory management. Selected solutions, such as Lean Management, reengineering, Total Quality Management (TQM), e-government, and outsourcing, are discussed in terms of their potential applications in public administration. Additionally, mechanisms for managing public institutions during crises and the consequences of the COVID-19 pandemic for the public sector are analyzed. The empirical research focuses on the implementation of modern management methods in local government units in the Łódź region. Quantitative methods, including survey analyses and statistical data, were used to determine changes in management practices during the pandemic. The results indicate significant organizational transformations and adjustments of structures and processes to new operating conditions. The monograph provides conclusions and recommendations that may contribute to optimizing public administration management in crisis situations.
