Summary/Abstract: The author shows the part Polish civic institutions, informal grassroots movements and citizens have played and play in public affairs. She presents legal and implementation solutions in force at various periods in the history of the Polish state and points to their fundamental importance in building the civilization advancement of Poland and in strengthening society's resilience to crises. She underlines the importance of reforms and legislative and implementation actions in support of the development of civil society in 1989–2023.
