Summary/Abstract: The rule of law in Montenegro requires urgent and comprehensive reforms. A focus on transparency, accountability, and professionalisation of the judicial system, combined with effective anti-corruption measures, is essential for restoring citizens’ trust in institutions. Implementing the recommended measures must be a priority in order to build fairer and more stable institutions that serve the interests of all citizens.
