Summary/Abstract: PUBLISHED IN 1944 by VERLAG AMSTUTZ, HERDEG & CO., ZÜRICH. BY THE AUTHOR IN MAY 1943: The continental states, both strong and weak, will only be able to see political greatness in unity. Europe will form their foundation and their safeguard, the highest justification for their free existence. Germany, too, will be compelled to integrate itself into this Europe. In doing so, it will have to submit to the law of Europe, which consists in diversity and in treaties based on free consent. Germany's role will be more modest, but no less important for that: its actions will merge with those of peaceful nations, and its undeniable gifts, linked to a past of shared glory, will become European values. These encouraging prospects do not prevent politicians and diplomats from taking the precautions they deem necessary to avoid another disturbance of world peace. But such measures can only have limited value. Only a fundamental transformation in the balance of power can give future peace the assurances it lacked in the past. The events currently unfolding herald such a transformation. A hope arises from them. It is still weak. But in the distance, one believes one can discern the outlines of a pacified Europe, whose finally restored internal order will be a pledge of peace to the world.
