Summary/Abstract: According to its Constitution, Montenegro is defined as a civil, democratic, ecological state and a state of social justice, based on the rule of law. In this sense, it has the obligation to develop awareness of the rights, responsibilities and values ​​that shape active, responsible and informed citizens through the education system. In the modern social context, the development of an autonomous, responsible and critically oriented individual represents one of the key educational visions. Its realization requires a structured, planned and sustainable approach to the development of the educational system, which implies a systemic strengthening of civic education and education, as well as human rights education.
