Summary/Abstract: The Autumn Session of the 28th convocation of the Parliament of Montenegro was marked by the continuation of already established practices in the form of ineffective oversight mechanisms, as well as new ones, such as the opposition’s boycott of parliamentary work triggered by the decision of the Committee on Constitutional Matters to declare the termination of the mandate of Constitutional Court judge Dragana Đuranović due to her meeting the conditions for old-age retirement. Political instability, the low passage rate of legislative proposals in the plenary, and the insufficient use of the research resources of the legislative body were also observed during this period. In addition to the aforementioned issues, members of the parliamentary majority continued the practice of late decision-making and holding oversight hearings, with particular emphasis on the obstruction of minority initiatives. The obstruction of work and failure to act upon the prosecution’s requests to lift the immunity of majority MPs due to ongoing cases marked the autumn session. To this day, the Administrative Committee has not decided on the prosecution’s requests to lift parliamentary immunity for certain MPs. Below, we provide an overview of the key events that shaped the work of the Parliament since the beginning of the Autumn Session in October 2024.
