Summary/Abstract: I have set about developing a theoretical foundation for the peace aims of the International. My first publication was "The Liberation of Nations." Now that the first of its sequels is appearing, the Stockholm Conference has been postponed indefinitely, and the conclusion of peace, it seems, has also been delayed. If it is not possible for the international elements of each country to jointly deliberate and decide on the conditions of peace, then it becomes all the more necessary for each to consider its various national problems from an international perspective. The agreement of the conclusions they reach should attest to the intellectual unity of the International.
