Summary/Abstract: Coalition prEUgovor traditionally monitors the effects of reforms in the process of European integration of the Republic of Serbia. It has already produced two Institutional Barometers, whose objective is to monitor the measurable effects of reforms and progress in the process of accession to the European Union by applying a unique methodology and developed indicators. Bearing in mind that the reform process is often more visible at the local level of government, from the citizens’ point of view, the Coalition decided for the first time to prepare a Local Institutional Barometer. This pioneering undertaking includes analysing the work of six selected institutions from lower levels of government that exercise their competencies in the areas of Chapter 23 (Judiciary and Fundamental Rights) and Chapter 24 (Rights, Freedom, Security).
