Summary/Abstract: If we tried to present what legitimacy is, i.e. what it is for, in a graphic way, with as few words as possible, then it could be the words of Talleyrand addressed to Napoleon Bonaparte that the throne can be won by the sword, but one cannot sit on the sword. As Rousseau says: "the government must act in such a way as to turn its power into a right, so that the citizens would willingly accept it", "Even the strongest is never so strong that he could remain master forever if he does not turn his power into a right and obedience into a duty" (Rousseau, 1978: 96). In other words, every government, no matter how stable it seems, constantly needs to justify itself or create a basis to legitimize itself before the citizens (Tadic, 1979: 1).
