Summary/Abstract: There is no agreed international definition of small arms and light weapons (SALW). The United Nations have produced what they refer to as a ‘definition’, 1 but it is really an incomplete list of weapon types, and therefore difficult to use in any diplomatic and operational environments. It is, however, generally agreed that the term SALW refers to weapons and ammunition of 100mm calibre and below. It therefore includes not only assault rifles, pistols and machine guns, but also mortars, man- portable surface to air missiles (MANPADS), shoulder launched anti-tank rockets, conventional explosives and detonators. The following definition is used within SEE: ‘all lethal conventional munitions that can be carried by an individual combatant or a light vehicle that also do not require a substantial logistic and maintenance capability’.
