Summary/Abstract: The Law on Foreign Trade in Arms, Military Equipment and Dual-Use Goods (Official Journal of Montenegro, No. 80/08) and the related by-laws provide the basis for state control of international transfers of arms, military equipment and dual-use goods (hereinafter referred to as: Controlled Goods) in 2011. The legal framework for producing the Annual Report on International Transfers of Controlled Goods is summarized in Article 32, paragraph 1 of the Law on Foreign Trade in Arms, Military Equipment and Dual-Use Goods (Official Journal of Montenegro, No.80/08). The Ministry of Economy of Montenegro, as the body responsible for the implementation of the law and related regulations in the area of exports and imports of controlled goods, produced this Report.
