Summary/Abstract: The Law on Foreign Trade in Weapons, Military Equipment and Dual-Use Goods (“Official Journal of Montenegro” No. 80/08) and the related by-laws provide a basis for the state control of fore- ign trade in arms, military equipment and dual-use goods (hereinafter referred to as: Controlled Goods). The legal framework for producing the Annual Report on International transfers of Controlled Goods has been summarized in Article 32, paragraph 1 of the Law on Foreign Trade in Weapons, Military Equipment and Dual-Use Goods (“Official Journal of MNE”, No.80/08). The Ministry of Economy of Montenegro, as the body responsible for the implementation of the Law and related regulations in the area of foreign trade in Controlled Goods, produced this Report.
