Summary/Abstract: The reform of public administration (PRJ) is today considered a fundamental condition on the way to EU membership. As a complex and comprehensive reform, RJU is thoroughly evaluated in the Western Balkans region through the prism of the Principles of Public Administration, developed by OECD/SIGMA and approved by the EU. These Principles define what constitutes a functional administration in terms of its ability to provide transparent, efficient and effective services to citizens and to support socio-economic development. In the context of strong external pressure to achieve tangible results in the RU, the domestic demand for better governance becomes even more important in the process of putting pressure on the Government to continue with reforms even when the external pressure subsides after the end of the accession process. Actors from the civil sector, with local knowledge of the functioning of administrations, can take on such a domestic initiative of advocacy for better administration. Independent monitoring of RJU and fact-based dialogue with the Government represent a good approach to achieve this goal.
