Summary/Abstract: Experiences from everyday life show us that people do not always act in their best interest or in the interest of the community, which means that they fail to maximize personal and common benefit. In order to prevent and sanction such behavior, the state takes measures. The three traditional instruments used by the state to influence people's behavior are: 1) information and education, 2) financial incentives, and 3) regulation. At the beginning of this century, the application of the fourth instrument, which is known as behavioral influence, began. With the behavioral approach, there is no coercion in the sense of prohibitions or prescribing how to behave as there is with regulation, nor direct influence as with financial incentives and sanctions, such as subsidies and taxation. Instead, decisions and behavior of individuals are affected indirectly, based on knowledge of behavioral psychology.
