Summary/Abstract: The National Convention on the European Union (NCEU) in Serbia was founded by 17 eminent civil society organizations that, at the initiative and invitation of the European Movement in Serbia, took over the coordination of twenty-one working groups that thematically monitor all 35 negotiation chapters. Two years after the establishment of NKEU, more than 700 organizations (NGOs, coalitions, 19 faculties, 12 institutes, 24 professional associations, 11 trade unions, 3 business associations) actively participate in its work.The cooperation with the Government of the Republic of Serbia was formalized after a consultation process that was conducted since May 2015 with the Head of the Negotiation Team and the Cabinet of the Minister for European Integration on the methods of communication with the NKEU, the level of publicity and the availability of information and documents on negotiations with the EU. In August 2015, the Government of the Republic of Serbia, in the Decision on the establishment of the Negotiation Team for conducting negotiations between Serbia and the European Union, recognized the NKEU as one of the important channels for informing citizens about the negotiation process. Point 10 of this Decision states the following: "The negotiating team, on the initiative of and through the National Convention on the European Union, i.e. the Serbian Chamber of Commerce, informs the interested public about the course, content and essential documents in the accession negotiations in accordance with regulations and international agreements that regulate the protection of classified information and access to classified information." The Government's decision was further specified in the Guidelines for the Negotiating Team, which completes the procedure by which civil society organizations and NKEU are included in the consultation process during the negotiations between Serbia and the European Union on membership.
